In Japan, if someone contracts the virus, he — and everyone he has ben in contact with — is quarantined. That would mean everybody who rode on a commuter car with him would be quarantined.

Their system works.

How would you actually find everyone in a train car who traveled with a complete stranger? That’s not possible. Any more than tracking everyone who was in a grocery store when one shopper caught the virus.
