Pence did not have Constitutional power to do that.Pence doesn't have the Constitutional power to introduce slates of electors that weren't sent by state legislatures.

Even if Pence did not have constitutional power he could have delayed the count and let the evidence be presented. It appeared that wasn’t an option.
