So Pence thinks the role to count the votes is purely ceremonial. Because the Constitution has in so many other places spent lots of language describing all kinds of other ceremonial situations, or, does he believe the founders wrote such an inspired document and decided to just throw in a meaningless ceremonial task in what is an amazingly short document?
No. He's saying the Vice President does not have the authority to reject votes. He is correct.
