She doesn’t set it there. The two women set it there. Dave Hunt didn’t think these were angels but rather demonic. The two women appear to come out of the ephah.

I’ve often wondered if W thought he was fighting the Antichrist in Saddam Hussein, which would have been in error. I’ve been telling people Saddam was not the Antichrist for roughly 30 years now. (not that you said Saddam was) - but there were people claiming Saddam was.
