If he didn’t file a police report, then he obviously did not think the incident is serious enough to warrant law enforcement investigating, which could mean that the incident, even if it happened, was staged, like many of those alleged racial attacks being reported.
But I don’t think he’s that kind of a devious person. Lying publicly is an idiotic thing to do.
