State Senator Melissa Melendez (R -Lake Elsinore) introduced two new bills Monday aiming to protect small businesses from malicious COVID-19 fines.

Senate Bill 102 prohibits regulatory boards and agencies within the Department of Consumer Affairs, and the Department of Alcoholic Beverage Control, from revoking licenses or penalizing small businesses owners for failure to comply with any COVID-19 emergency orders.
Being a small business man in California this is awesome news. Someone taking proactive action against the dictates of Gavin Newsom is fantastic.

Just wondering why the governor or anyone in CA has the ability to levy fines and penalties without legislative statute. Does the governor have the right to issue legal fiat?
I know, it's California......
