6,000 mile range from an ICBM is pretty standard. The Peacekeeper missile system was said to be capable of carrying 10 warheads as well.

There’s a little problem with that whole saturation bombardment scheme though. “Destroying” an area the size of Texas or France isn’t going to happen with a single strike, even if they built a system to deliver 100 or 160 warheads. The “throw” distance just isn’t there, unless you release your miRVs way too early, screwing up the targeting.
Texas is a big place.

I have no idea what they really mean - but 10 nukes in a country like France would get most (all?) of the major cities plus some military bases. It wouldn't destroy the “area”, but it might just destroy France as a nation.

With all the cities gone, the EU could come up with something like the EU Rural Zone. Or no man's zone until the radiation dissipated.
