So he could not be disbarred. Upon resignation any disciplinary action by the Bar for non flony activity is rendered moot if the resignation is done properly.

His comment about unforeseen circumstances suggests to me that Trump was planning to fire him before Biden got a chance though.
Wouldn't have happened. The article states he was "scheduled to resign on Inauguration Day." So no chance for biden to fire him.
