When I was young, you used to have to go to the unenjoyment office, in person, stand in line, provide proof of identity, certify, then stand in another line to get a paper check...
Very little, if any, fraud.
If you are laid off, you have nothing better to do..
Go stand in line, and watch the fraud disappear....
In California there are no unemployment offices. They closed them all many years ago. It’s all done online. There’s always someone who can figure out how to scam the system.
