Not sure that this is actually true. Where did you get this information?

Electoral Count Act (1887). Since the HOR is held by a Democrats majority, any objections to Biden will be defeated there. Under the 12th Amendment of the U.S. Constitution, in a contested election, the HOR selects the President, and the Senate selects the Vice President (as the VP is president of the senate). Therefore, it stands to reason that, under these rules, Biden would be given the presidency.
