I see the explanation, but I’m not sure I understand what it means?
Is this algorithm where it’s determined that continuing claims are up or down?

Anyone running out of the 12 to 26 weeks of base state unemployment is taken off the Unemployment U3 list. They no longer are considered part of the workforce. If unemployed in March, this was as early as July to up to September.
