Wash DC area has a lot of those characteristics.
I can remember eating in a pretty nice restaurant near the Capitol One Arena, watching out the streetside window and suddenly there was a flash mob of feral youts that stripped a beverage truck absolutely clean in about 3 minutes. A cop told me they coordinate on their Obamaphones.
I hadn’t been to DC in about 30 years when I went for a biz meeting back in like 2006.
Walking around was dizzying. All I could think of was, “so this is where the money goes to”. Buildings with gold guilding, streets with brick pavers...it’s Oz downtown.
But then you drive a few miles toward the outer ring and...povertyville. Lotsa sinister looking types hangin’ out. Don’t park the car...
Lovely future for America. It’s like Mexico City: the area known as Polanco is beautiful, it’s where all the Major Dudes live. The narcos, the government jefes...surrounded by shantys. People selling orange juice in the streets just to survive.
