That is why he bundled it with other things that Democrats oppose.
The obvious result will be Democrats voting against it because of the other things, Republicans voting against it because they prefer to spend money on foreigners instead of spending money on American citizens, and thus the whole thing failing.
The Republican Party and the Democrat Party can go to Hell.
It is time for the America First Party.
