Six states have laws allowing citizens to impanel grand juries through the process of collecting signatures on petitions: Kansas, New Mexico,North Dakota, Nebraska, Nevada and Oklahoma.[1]

Georgia is not listed among them, but while the law in Georgia is fairly permissive, it seems it has no mechanism for a direct petition:

Oh by following Georgia law? Same laws when asked to be upheld for oh say the election, everyone is being told to Go ‘F’ yourself?
