A few states will be submitting two sets of electors’ votes. Guess he’ll open all of ‘em and then decide which ones to read/accept.

Nope in that case the members will decide he does not have the authority to do anything but present the State certified certificates to the members...there is no discretion he Shall....must do what the Constitution prescribes.
