Since we’re treading new ground by discounting the twenty votes from Pennsylvania, I’m not sure how the “clear majority” is defined.

But if you started with 538 votes, then threw out the 20 from Pennsylvania, leaving 518, there would have to be at least 260 votes to secure a majority.

All this is speculation of course since the odds are stacked heavily against replacing the electors once they have been chosen.

No, it doesn't work like that. IF PA ends up not appointing electors at all, the total will drop by 20, meaning the majority then drops by only ten. On the other hand, if PA successfully switches their electors to Trump, the 20 is subtracted from Biden, AND added to Trump. And this is probably the more likely scenario here.
