Very wrong on a couple of accounts. McConnell has no say in whether or not there is a debate. Pence presides that day in the Senate and McConnell has no control.
Two, BOTH houses do not have to agree to void the votes, that power is reserved to Pence. The house gets no say unless the Senate throws the election to them.
Then they vote with each state getting ONE vote. The House does NOT have to agree first.
Suggest you go back and review the process. I believe you are mixing apples and oranges.
Pence can refuse to accept the electoral votes. He will not do that, but that is one path.
The other path is one Representative and one Senator object to the vote. The chambers separate and each considers the objection separately. Both chambers would have to agree the election was fraudulent and vote to exclude the electoral votes of all or just contested states. The House will never do that. The votes will be certified and thrown to Pence. Under no circumstances will Pence want this to be his legacy. Either way he is finished, no conservatives will ever vote for him again and the RINOS do not like him either.
