Why is “unanimous consent to and expanding the overall covid bill” needed?
It’s a parliamentary procedure that is one option for passing legislation. Obviously it doesn’t work when one or more member refuses to make it unanimous. That’s what some GOP members did last week. Do some googling on “unanimous consent” legislating.
