Who knows how many other planes there were offloading at various locations. This was planned well and it was likely not the first time they have played with the elections. From what I have heard and learned the only reason Trump won the first time was he far exceeded the algorhytm and they didn't have time to react.

I'm trying hard to imagine a scenario in which Gore told Bush he had to accept (in advance of the 2000 election) the results of the election. Did that ever happen? Can't remember it. But Hillary Clinton insisted on it in 2016.
