While it’s possible the House and Senate will be unable to get enough people back to DC to override the veto, Trump could have vetoed on January 2nd, and made it impossible. He could also have done the “pocket veto”, but I suspect Trump prefers an actual veto. But why veto it the first day it’s on his desk? Why make it easier for the House/Senate? Does he want them to override this veto?
