The Democrat’s need to keep their base in line, so threaten,threaten, and threaten some more. It never comes to pass.
They might send the bill to your bank. The bank, those stalwarts of courage, will assume the government, any government, whether having jurisdiction or not, of course must be in the right rather than their bosses/customers and will send the money.
Another charming thing about California. The device you use to determine why you have a check engine light can't be borrowed from a parts store. Some licensed mechanic has to do it. Probably a law paid for by mechanic companies no doubt.
Also, do not expect expatriate Californians to regard the threats of extraterritorial tax collections as serious. They just could not come “home” again.
California is a great place to be from. Now, it is a great place to be FAR from.
Don’t know where you got your information from, but as a California for 60 years Ihave never had to pay a fine prior to disputing a ticket in court. And as far needing a licensed technician to perform a diagnostic check, that is also false.

The California Franchise Tax Board tried to tax pensioners who had moved out of state on the theory that if the pension was earned in the state, then by God you’ll pay state income tax on it no where you live now. SCOTUS told them no.
I especially like the part that if you are in the state 60 days, you’ll be taxed as a resident. My granddaughter had to fight for two years to get in-state tuition at San Diego State. During those two years she was paying California Income Tax, but that was irrelevant. Illegals, of course paid in-state tuition, but as an American citizen she was eligible for that. It seems that in the state’s view the definition of ‘resident’ depends on what’s being discussed.
The knowledge is first hand. IT HAPPENED to Me! So who am I going to believe, myself or your claim?
They’ll also report the debt to the credit bureaus.

The only reason you would need to pay the fine before contesting it would be because you failed to appear in court on or before the due date. So, yes, if don’t show up by the due date you are in contempt of court and must pay the fine. Othwrwise, you are wrong on both (fines and diagnostics).
California’s Franchise Board has already pursued people who don’t live or work in the state for having a “locus of activity” in California. For example, they went after a man who lives in Arizona, has a business in Arizona, but had a number of California clients.
