It’s not the first time a South Dakota politician did this.
Way back in the mid 1980’s then-Gov. Bill Janklow was trolling Minnesota’s then-Gov. Rudy Perpich over SD’s business climate vs Minnesota’s.
They were actually running some TV and newspaper ads encouraging businesses to move to SD - primarily in the Sioux Falls area.
I remember Gov Perpich (aka Governor Goofy) getting irritated over these ads. He actually said so in a series of back and forths between the two Governors.
It was great.

South Dakota resident here... we actually have pretty nice weather! The real problem these bar owners will have is... opening up a bar. Liquor licenses are highly regulated and there are wait lists to get one.
