as of up to a few days ago you could access “legacy” twitter without having to have javascript enabled in your browser. If you don’t know what javascript is, just think of it as an another program needed to make information appear in your browser, with a lot of bells and whistles and ability to do a lot more than just a tracking cookie for rendering site content.
That’s a horrible extremely oversimplified explanation, but the guts of it will work for the discussion we are having.
Now, to access twitter you will need to enable javascript, or use a browser that will handle the content natively (perhaps edge will do this without having javascript installed). I’m not totally sure, but my bet is that many sites will still not work correctly without javascript regardless, because a lot of web coders or the companies they work for are woefully slow to adapt.
Flash is another you may be aware of, but that is getting dropped around the 10th of January and will no longer be supported, so reliance on javascript among other things will probably increase.
