Our initial audit on the computer running the Democracy Suite Software showed that standard computer security best practices were not applied.

Thanks for the report. I suspected as much. I doubt any local IT people ever touch these machines.

I think that is likely partially true.

I have known at least one IT person who went to work for a town, and I thought he would have been good.

However, I tend to think most of those types are bottom of the barrel people who I wouldn’t trust to connect a computer to the Internet, never mind set up a network in the town hall.

Partially it is them, and partially because the IT resources for a town would likely be limited, and things like software updates and virus definitions would get short shrift and shoved to a back burner or ignored completely.

In this case, from what I heard, they sign a contract with Dominion or some other contracted service who either runs it or is supposed to teach them how to run it, but I would think that entire process is fraught with fraud and suspect from the get-go, so I think it is malicious and not neglect.
