This mail is total fraud/ BS. Unless a registered voter requests and mails in a request form that his/her signature matches, then receives a ballot from the county election office.
In TN only those with a valid reason(s) that prevents him/her from standing in line to vote received a mail in ballot.

Those state official/s that provided their entire voting list to the DNC should be jailed.
