Isn’t it impossible that the House of Representatives will vote as a majority to nullify the votes?

I heard on Seb Gorkas show today that there’s an argument to be made that the House votes for disputed elector votes should be the State delegates as would be if the House was choosing the President. In that case, Republicans have a 27-23 advantage.
