Well, the plan is to register all black rifles and pay a tax. If you can't afford the tax the gubmint will buy it from you. If you say you lost it, you will be flagged as a risk and watched. The black market will be flooded with each others guns. When one shows up somewhere, they will come after you.

You can never sell it or buy another one so this is a "taking" by the government. At some point, like before Biden leaves office, they will come to your home that was registered in the beginning and just take them up. That's what has been done over and over in their little "Rules For Radicals" book. Venezuela was disarmed about that way. Chavez told them to disarm "for the children". Then he handed them out to his hit squads operating off the books. It was the same with the Hitler youth. Jews gave them up and the militia murdered the Jews with their own guns.
