Only the president of the Senate does.

It takes both a Congressman and a Senator to lodge a challenge against any state's electors, and a majority vote in the House and Senate to approve that challenge. It looks like getting a senator to sign on may be hard, and getting a majority of senators to vote for the challenge darned near impossible.

Exactly. Mitch doesn’t control the contest. The President of the Senate does which isn’t him.
