The earliest US Federal Income Tax was by bills to be paid when the people made out a check. Quickly became a totally mandatory deduction and then produced federal lawsuits if not enough (as quarterly payments from some people today).
The reparations will have to have mandatory deductions from your gross income and, please consider this idea I had----any sale of a boat, car, house, belongings or merchandise will have to have reparations paid or the government will miss that revenue stream. Makes sense?

I predict dimwit Americans will be outraged and feel strong racial animosity over reparations for black people who had no life events in the 1700s and early 1800s before slavery was ended.
