No, the first line in the table shows a tabulation error caused by what was initially called human error, a point which the report (or at least a part of it) is attempting to refute.
The second line shows a hand recount or adjudication recount fix attempt that was made due to the supposed human error.

The table overall shows that there is a wide variance from initially reported numbers, it does not show an overall flip from Trump to Biden as is asserted in paragraph B (4) right below the table.
More rightly paragraph 4 should be clear about what each entry shows (row 1 being what they are calling a flip if that is really what it is) and be less generalized about it. The statement in said paragraph leads the reader to believe the table is being discussed in a general sense, not specific entries. They should just come right out and state that the entry shows a tabulation error that favored Biden (row 1 of the table) and was later found and an attempt to properly adjudicate was made (row 2), then state that the SOS and Antrim county clerk explained the tabulation error on election night as human error, but the audit shows otherwise.
I just think the report is sloppy and easily misconstrued and could be easily remedied by providing a cleaner/clearer explanation.
