Each state gets one vote in the House for this purpose. Republicans own the majority of states. But it's never going to get that far.

No, that's only in cases where no candidate gets an absolute majority of the electoral votes. See the 12th Amendment. In the event that one senator and one congressman challenge the results from any state then the House and Senate vote as individuals, and both Houses must vote to approve the challenge.
