Maybe six months ago there was an article that more or less complained that L.A. suburbs were “harassing” the homeless to the extent that they were moving just inside L.A. city limits. The writer held that this was terribly unfair. One side of the street, the sidewalks were clean and passable and the other required pedestrians to dodge tents, shopping carts and aggressive panhandlers.
