I can’t believe the negativity - here is a way to solve this and it’s like no one believes it will ever happen. Well, I get that but it doesn’t mean you quit!

For the folding test, just fold the paper before you print the fake ballots. Nope, the ink will flow differently into damaged paper, it won't crack showing white voids. Didn't you watch the video?

But when you print it over the fold marks, it shows broken impression. Shows it has been printed after folding.
Not all printing is alike.
Offset printing is high precision, high plate charge work.
Laser copy printing is another type.
regular photo copy (poor quality) is easily visible.
