From what I’ve read, going by the book, state legislatures have the legal right of way here even above the supreme court. Unfortunately that group is fantastically corrupt.

So basically SCOTUS is saying Texas lacks standing, but didn’t rule on the merits of the case. Sounds like there’s an open door for someone who does have standing to refile, which would mean someone or some group from within the offending states.
