No, there were two contested elections in the 1800s where each state got one vote and elected the president. Republicans currently hold 28 statehouses.

That mess created the 12th amendement, the way the POTUS is selected. It’s far more complicated and interesting than we know, because all we know generally are elections where one candidate conceded.
