The states are individual, sovereign. One state can not dictate the steps another takes.

When it impacts their standing as part of the union, I believe they can. One state can not be given carte blanche to destroy another state’s vote by fraudulent means. That would give them the right to essentially declare independence from the “union”...at least their laws.

Apparently,some states are more equal than others.
