Just a guess on my part, but I suspect the process has a line
of progression which begins at the county level and progresses
upwards. You don’t just get the SCOUTUS first with such things
as local items.
Generally, SCOTUS only hears appeals from State Supreme Courts or Federal Circuit Courts of Appeal. And those appellate courts hear appeals from trial courts.
To take a case right to SCOTUS, (and bypass appellate courts and trial Courts) you have to invoke its original jurisdiction. But there are very, very few lawsuits where SCOTUS has original jurisdiction.
In disputes between states, SCOTUS has original jurisdiction.
