My understanding of the situation was that there was a question whether the firearm was tampered with,
after it had already been surrendered.
Any tampering by authorities after surrender should be listed on the 'Chain of Custody' form.
Any tampering by authorities would be used to determine whether the firearm was fully operational, and capable of ammunition discharge.
