Probably by design - as improvement in these conditions is the last thing the Left would want as that is their base of power. The ‘essential workers’ category is vastly overrated. It's become so encompassing it's basically anyone not working in a cubicle. Of 129 million employed, 90 million are 'essential'? That's pretty much every bluecollar occupation except waiters. In California, they've never stopped stopped working like the rest of us peasants, as the highway traffic can attest.
And how do you wade out the illegals, of which California has a lions share of millions, from the citizens who are supposed to get vaccinated before we share with other countries? Talk about encouraging a border rush for a vaccine with a side of welfare. Of course, one must raise an eyebrow at the hypocrisy of BLM-ish orgs strongly advising minorities not to participate in vaccine trials - let the anglos take the risk - but wanting to be first in line for the completed vaccine.
