There was a major regional (perhaps even national!) vote harvesting center in Long Island, NY.
They collected blank ballots from other states and completed them for Biden, then had them shipped to the other states.

“shipped them to other states”— that would explain Ruby Freeman’s facebook post that said “Breaker breaker 1-9 and then talks about Biden was going to be elected- she kept acting liking she was a trucker on a CB radio.
