Newsome is just going through the motions. He issues orders but does nothing to enforce them. This way when he runs for President he can point to his strict response while at the same time not angering those who refuse to comply. The only enforcement he’s doing is with administrative edicts to the counties and states using the threat of cuts in funding. It would be comical if it wasn’t so impartial on the citzenry.

Spot on. These new orders are coronavirus theater, nothing more. I live in California and visit my parents every weekend to help them out around the house. Nobody has ever stopped me, let alone arrested me. Of course we're all taking precautions, but damned if I'm going to let my parents be put into one of those nursing homes that is a COVID death trap.
