If they are shredded ballots, she would have reassemble them to see what she has.

I have a cross shredder which results in little tiny squares of paper. Very difficult to reassemble once a bunch of papers have been shredded in a bin.

If they were string shredded, might be easier to reassemble.

Some could write a software program. Scan all the ballot fragments. Let a computer reassemble them in an image format. I would not be surprised if such a program already exists. It could probably do it pretty fast too.
