The DOJ is concerned with criminal cases. These suits being seen now are civil cases. There is no way that a criminal case can be investigated and brought in the length of time needed to affect the election results.

Barr did not announce the results before investigation. The investigation can be ongoing but will not be complete in time. It has to be done with the civil cases for now.
