The dems want it that way. They want inner city people down and miserable. That way they can blame their failures on Whitey. This guarantees more votes for dems.
The problem will not go away as long as dems are in charge. Trump was bringing back jobs for the inner city, and now the dems have engineered his replacement by the most racist of the racist dems.
In Buffalo NY, the city (with a lot of State and Fed aid) spend about $25K per student per year. The graduation rate has been inching up slowly, but is still only at 50%. It provides free meals to about 80% of its students.
The next highest in the area are some suburban districts where they spend about $16+ per student per year.
NY State of course spends nearly double the national average for “education” which really is designed to feed a corrupt leftist political base.

Some twenty years back or so proficiency testing of Baltimore teachers that 70-80% couldn’t pass HS skills tests.
A sizeable percentage could have been classified as functional illiterates...did they go on to become education administrators?
Oh, and none were fired, IIRC. They still collecting nice pensions.

and in the black community, how many children are born to single mothers and raised without fathers?? That is the problem in all urban areas as children are raised with no authority figure in their lives, no childhood discipline, no direction.
