Actually, for people not wanting to be vaccinated (at least not to be guinea pigs for it), they may have a state-level chance of not being (essentially) forced to take the vaccine (via state government action), but ONLY if they live in a red state. If they’re in a blue state...they’re likely out of luck. And obviously if they want to go overseas, it’s a near-certainty that their destination country will require the vaccine.
And if they refuse the vaccine, their ‘record’ will show that.
