I don’t know about Georgia, but in California the counties are actually political subdivisions of the State, so granting an order directed at the State would likely include the Counties, if it was applicable.

You’re correct in that the Legislature has the ability to create, abolish, or alter the counties. Each county is a separate political entity, however. They have the capacity to sue or be sued. An injunction binding on the State of California would not bind the counties
