Violation of state law is not necessarily a crime. Violation of a criminal statute clearly is a crime. An action may be illegal, but unless a crime is committed no one is going to jail. Donating money is generally not a crime, but if the election clerks used that money to record improper votes, they may be criminally responsible.

True, its a crime only if it is defined as a crime. Public officials can do illegal things that cannot be prosecuted, only reversed. The usual prosecutable crime in these cases, as far as I understand it, would be conspiracy to do something illegal.
