An armed perp running away is still a threat.
He might just be looking for a better tactical position to fight from, or he might be a threat to innocents. The cops can’t chase him down because he might turn and shoot.
So the cops were in the right on this. An unarmed perp probably would have to chased (I have seen this happen - it was amazing!).
Any rioters should be treated harshly.

And from the video, the officers didn’t fire till he reached the end of the ally/drive they were chasing him in and reached a busy street with passing traffic. They’re supposed to leave him loose on a busy street?
