My understanding is Justice Thomas chooses the judges at the 11th circuit, someone correct me if I’m wrong.

Justice Thomas is the Keeper of the Keys at the Eleventh Circuit.

He does NOT choose the judges at the Eleventh Circuit. He's kind of like a supervisor.

If the Eleventh forwards him a case, he can recommend action, or sit on it.
