Yes, this is the proper way to do it. A vote by a majority of our elected representatives, which is what the states should have been doing.
It is pretty easy to see that they won’t get the votes. I don’t think they’d get more than 40% of the House on free vote.
I thought most states already have mask mandates in place. Not sure what essentially changes under this legislation other than the government stealing $5B more of our money.

I will give them credit for knowing that the Constitution does not grant the power to require the wearing of certain garments to the U.S. Congress or government. They are attempting to do this the way they coerced the states into requiring the 55 mph speed limit and raising the drinking age to 21—we’ll withhold Federal funds if you don’t do as we demand.
I don’t think its right, but it is how they get around that pesky Constitution (which was written by slave-owning white men and is nowhere near as inspiring as the South African constitution). /s
